Telkom Network Issue (Durban Area)

When Telkom customers perform traceroutes or MTR's they are unable to break out from the Telkom Network internationally. Customers have tested using different public DNS servers, which makes no difference. This is a Telkom network issue.
Xneelo's network engineers have investigated potential issues on our side, but we can confirm that there are currently no network issues being experienced.
Is this my server?
Telkom customers are unable to send or receive emails if their mails are hosted on an international server. They are also unable to access their webmail or browse to any international (especially European) sites.
